As the Center for Research on the Epidemiology of Disasters (CRED) released their data on the economic damage caused by significant floods worldwide as of June 2013, it stands clear that floods continue to top the list of economic losses related to natural disasters. According to this data, the flood of August 5, 2011 in Thailand was by far the most economically damaging flood between 1900 and 2013, causing roughly 40 billion U.S. dollars of damage.

River and coastal flooding are the most frequently occurring natural disaster and are increasing in occurrence more rapidly than any other natural disaster.

Analysis made by the World Bank shows that flooding is not only the most frequent natural disaster – it is also the disaster with the greatest economic and humanitarian impact in terms of number of people affected and in terms of economic asset exposure; that is buildings, transport infrastructure, utility infrastructure and other long-lived assets.

According to the UN the economic toll of natural disasters cost the world a record amount in 2011. The total cost was around $380 billion. According to EMDAT, the global economic losses in 2011 alone due to floods and storms totaled US$121.6 billion. The total economic losses due to floods in 2013 were estimated to $140 billion, which was lower than the $196 billion suffered worldwide in 2012. However it is expected that disaster losses will continue to rise and even outpace the economic growth in some regions with expected global economic losses to hit US$500 billion.

The business case for stronger disaster risk preparedness is obvious:

1. It reduces uncertainty and strengthens confidence

2. It opens the door to cost savings

3. And it provides an avenue for value creation

When critical infrastructure is hit businesses lose their lifeline. Disruptions in power, water supply and telecommunications are top concerns. Even relatively shorter periods of disruption can cost business devastating production reductions leaving them vulnerable and undermine their long-term competitiveness and sustainability. When businesses leave they may never return - costing communities, cities and even countries devastating economical losses.

The evidence on increasing flood risk should be the tipping scale for governments, countries and communities as well as private entities, to develop new systems to protect populations as well as critical infrastructure. However implementing permanent infrastructure typically has a lead time of 30 years or more hence there is an immediate need for the establishment of temporary, first line flood protection.
